What can we learn from the Dutch national carbon tax?

The Netherlands has introduced a carbon tax on industrial pollution. While not perfect, the scheme is a good example of complementary pricing policies to the EU carbon market needed to clean up heavy industry.

Other European countries should follow suit.This would help create a race to the top, and not to the bottom, as has been the case so far with all the exceptions given to industry on carbon pricing.
